DEQ asks for comment on wastewater draft

The Idaho Department of Environmental Quality is seeking public comment on draft guidelines for analyzing areas where treated wastewater mixes with bodies of water.

The draft "Mixing Zone Technical Procedures Manual" provides guidance to DEQ staff, federal water quality permit writers and regulated entities on conducting a biological, chemical and physical appraisal of each body of water; accounting for data limitations; determining the appropriate "mixing zone" model for each area; and selecting model input parameters. It also provides an alternative solutions tool for assessing the size and location of a mixing zone.

The draft materials can be reviewed at http://www.deq.idaho.gov/public/comment.cfm under "Water Quality." Written comments will be accepted through 5 p.m. Oct. 6. District seeks comment on Idaho Power proposals

The Ketchum Ranger District is seeking public comment on two applications by Idaho Power Co. for a permit and cable work in the area.

The utility has applied for a new 50-year master special use permit for utility easements currently authorized under a permit that expired at the end of 2007.

The permit would re-authorize existing utility easements that cross the Ketchum and Fairfield districts and the Sawtooth National Recreation Area. New easement applications would be reviewed separately and added to the permit at a later date. Comment is requested by Sept. 19.

Idaho Power also applied to replace 6,200 feet of overhead line along Warm Springs Road with buried cable. The utility says the line is difficult to maintain because of trees and limited access.

It will be replaced with 7,114 feet of buried cable along a 10-foot right of way, joining existing buried telephone cable.

The area in question ranges 1.3 miles upstream from the Civilian Con-servation Corps bridge. Comment is requested by Sept. 21.
